Oklahoma House Bill 2246, proposed by Oklahoma state assemblyman Randy Terrill, clarifies ballot title requirements and provides for laws governing petition circulators similar to those recommended by the 10th Circuit Court.[1]

HB 2246 passed both the Senate and the House of Representatives on May 20, 2009[2]

However, on June 8, 2009, Gov. Brad Henry vetoed the bill, drawing a rebuke from Oklahomans for Responsible Government.[3][4]
