Oklahoma State Question 640 (Initiative #348) appeared on the 1992 ballot in Oklahoma. It passed, with 373,143 in favor and 290,978 opposed.

It was an initiated constitutional amendment.

The objective of the measure was to prevent the legislature from raising taxes without approval from the voters, or 3/4 of each house of the legislature.

233,832 signatures were filed to qualify it for the ballot.

Opposition from Oklahoma Education Association

In a 2008 editorial criticizing the Oklahoma Education Association for sponsoring the Oklahome HOPE Ballot Initiative, the Oklahoman says that in 1992, the OEA "opposed a public vote on State Question 640."[1]
