All voters are eligible to vote absentee in Oklahoma. There are no special eligibility requirements for voting absentee.
Applications for absentee ballots must be received by the county election board by 5 PM on the Wednesday preceding the election. A returned absentee ballot must then be received by the elections office before 7 PM on election day.

Oklahoma is one of 33 states that have early voting with no specific requirements as to who can vote early. Early voting is held on the Thursday and Friday (and Saturday for state and federal elections only) immediately preceding election day. The average number of days prior to an election that voters can cast an early ballot is 21 days in states with a definitive starting date.
