The Oregon Requirements for New County Formation Amendment, also known as Measure 85, was on the November 7, 2000 ballot in Oregon as a legislatively-referred constitutional amendment, where it was defeated. The measure would have increased the minimum population and area requirements for formation of new counties.[1]
