Prohibits public officials from publicly disclosing who has/has not, signed petition signature sheets.
Result of "Yes" Vote: "Yes" vote prohibits public officials from publicly disclosing during election (possibly after) who has/has not voted, publicly disclosing petition signature sheets at any time.
Result of "No" Vote: "No" vote retains current law permitting the general public to find out who has/has not voted and making petition signature sheets public records.
Summary: Current law permits, sometimes requires public officials to disclose to the public, during or after an election, the names of persons who have voted. Federal law requires certain disclosures about receipt of a voter's ballot. Currently, a registered voter's day/month of birth and petition signature sheets filed with Secretary of State are public records available to general public. Authorized watchers may observe Secretary;s verification of petition signatures. Measure prohibits public officials from disclosing to general public who has/has not voted; may conflict with federal law. Prohibits officials from disclosing to general public, at any time, information identifying petition signers; may prevent observation of signature verification. "Petition" means state/local initiative, referendum, recall petition. Violators subject to discipline, criminal or civil liability. Other provisions.

According to the secretary of state, supporters did not file signatures in an attempt to qualify the measure for the 2010 ballot. Initiative petitions for statutes required six percent of 1,379,475, or 82,769 signatures. The deadline for filing signatures for the November 2, 2010 ballot was July 2, 2010.
