Harkins received his diploma from Tech Memorial High School in 1982. He went on to attend Political Science studies at Mercy Hurst College in 1983. He then studied Political Science at Pennsylvania State University, The Behrend College from 1984 to 1987.
Harkins is a driver for the United Parcel Service.
Harkins served as an Elections Judge from 1982 to 1987. He then served as a Committeeman from 1991 to 2006. He joined the Pennsylvania House of Representatives in 2007. He has served in that position since, representing the 1st District.
