The Pennsylvania Department of Education oversees public K-12 education and public libraries in Pennsylvania. The department was created following passage and signing of the Free School Law on April 1, 1834. In 1873, the department's title was changed to Superintendent of Public Instruction, and greater responsibilities were assigned to that official and to the Department. In 1969, the name of the Department of Public Instruction was changed to the Department of Education, with the title of Superintendent of Public Instruction changed to the Secretary of Education.[2] The department managed 3,303 schools and 1,821,146 K-12 students during the 2012-13 school year.[3]

State Board of Education

The State Board of Education is the largest in the nation with 21 members who are appointed to overlapping terms of six years. 17 members are appointed by the Governor and the remaining four members are the majority and minority chairs of the House and Senate Education Committees.[6] The Board is comprised of the Council of Basic Education and the Council of Higher Education. The Board reviews and adopts regulations that govern educational policies and principles and establishes educational standards for the Commonwealth.[7]
