Goldmark was raised near Okanogan, Washington. He is a graduate of Okanogan High School, Haverford College (BA), and the University of California at Berkeley (PhD). After graduating from Berkeley in 1971, he did a postdoctoral fellowship in neurobiology at Harvard University before returning to Okanogan with his wife, Georgia.
Goldmark owns the Double J. Ranch, a 7,000 acre farm in Okanogan County. He founded and serves as the chief scientist of DJR Research, Inc., a biotechnology research laboratory. He was appointed the Washington Director of Agriculture in 1993 but resigned his post a short time after his appointment, and has served on a number of commissions and councils within the Washington State Government.

Goldmark won re-election in 2012. He faced Clint Didier (R) and Stephen Sharon (No party preference) in the blanket primary on August 7. Goldmark and Didler advanced to the general election. Goldmark defeated Didier in the general election, which took place November 6, 2012.
