Schwartzkopf is a retired Captain/Troop Commander with the Delaware State Police.

Schwartzkopf ran in the 2012 election for Delaware House of Representatives District 14. Schwartzkopf ran unopposed in the Democratic primary on September 11, 2012 and defeated Margaret Melson in the general election on November 6, 2012.[2]
