Phyllis Heineman (b. June 28, 1948) is a Republican member of the South Dakota State Senate, representing District 13. She was elected to the South Dakota State Senate in 2010. Heineman is also a former member of the South Dakota House of Representatives, representing District 13.

She began her career teaching mathematics and economics at Nettleton College. She later worked at home raising her three sons and tutoring students in math while getting involved in the community.

Heineman graduated from SDSU with her bachelor's degree in Math. She and her husband Greg live in Sioux Falls. They have three sons, Robb, Mike, and Nick, and five grandchildren.[1]

Heineman won re-election in the 2012 election for South Dakota State Senate District 13. Heineman ran unopposed in the Republican primary on June 5 and defeated Sam Khoroosi (D) in the general election which took place on November 6, 2012.[2]
