Ellis is an attorney, and is currently the Assistant Attorney General. She served on the Waterbury Selectboard for five years, three of those years serving as board Chair. Prior to her service there, she served on the Waterbury Planning Commission for five years.
Ellis received her undergraduate degree from Harvard University. She received her Masters in Public Administration from Princeton and her Law degree from Georgetown University.
