Two Redwood City Cargill Salt Works ballot measures were on the November 4, 2008 ballot for voters in Redwood City in San Mateo County, California.

The ballot measures, Measure V and Measure W, were both defeated.

Both measures related to a proposed real estate development by Cargill of the salt flats east of Highway 101.[1]

Save the Bay

Measure W was sponsored by Save the Bay. Measure W:

  • Proposed that all development on open space be passed by Redwood City voters with a two-thirds majority.
  • Would have permanently changed the city’s charter — or constitution — by requiring all open space development changes go to a vote of the people.
  • The change would have affected 40 parcels of land in two zoning districts, the tidal plain and the Redwood Shores Bayfront, all city parks and the uses of five privately held areas of land: Cargill salt ponds; Docktown Marina; marsh land south of Galveston Drive, adjacent to Redwood Creek; wetland area of the Preserve at Redwood Shores; and Oracle’s parcel along Belmont slough.

City-sponsored measure

The second ballot measure, Measure V, was put forward by the city council:

  • Measure V proposed that any development of the Cargill Salt Works be passed by voters with a simple majority vote — 50 percent plus one.

Measure V

The question on the ballot:

Measure V: Shall a Charter Amendment requiring majority voter approval for future development of the Cargill Lands, consisting of approximately 1,450 acres east of Highway 101 and south of Seaport Boulevard, with exemptions for takings and vested rights, be adopted?[2]

Measure W

The question on the ballot:

Measure W: Shall a Charter Amendment requiring two-thirds voter ratification of legislative acts approving certain land uses in area of the City designated as "Park", "Unimproved Areas (Land or Water)", "Future Development Expanding Limits of Urbanization", "Controlled Waterways (Redwood Shores Area)", or "San Francisco Bay Water" in the General Plan or designated as "Tidal Plain" or "Redwood Shores Bay Front" in the Zoning Code, with exemptions for housing obligations, takings, and vested rights, be adopted?[2]
