Rhoads is a retired elementary teacher in the North Harrison Community School Corporation. She served on the Harrison County Council from 2000 to 2008, spending 2005 and 2006 as vice chairman. She holds an M.S. in Education from Indiana University and a B.S. from Indiana State University.
