Richard Bray, William Carlisle and Steven Handcock recall, Healdton, Oklahoma (2012)
An effort to recall Richard Bray, William Carlisle, and Steven Handcock from their elected positions in Healdton was launched in July 2011. Handcock, a former council member, resigned from his position in December 2011. The recall effort against Carlisle did not move forward. Bray, who served as mayor, was recalled in an election that took place on February 14th, 2012.
Reasons for recall
The recall targets were accused of not acting in the best interests of the city and giving unauthorized raises to city employees. Bray has been accused of using "undue influence, abuse of authority and corruption" to secure these raises. Bray and Carlisle are also accused of violating open meeting policies.
Path to the ballot
Former councilman Rick Pender organized the recall effort. Recall petitions were submitted to Healdton City Clerk Vivian Glenn on September 19th. The recall election took place on February 14th, 2012. Bray was recalled and replaced in office by Rick Pender.
