Richard Howrigan, Sr. (b. February 14, 1933) is a former Democratic member of the Vermont House of Representatives, representing Franklin-2 from 1995 to 2013.

Howrigan was a Secretary-Treasurer for the Association of Governmental Appraiser from 1983 to 1985. He then served as a Chair for Water District #2 from 1986 to 1992. He also served as a member of the State Property Tax Appeals Board from 1985 to 2002.

Howrigan was enlisted in the Vermont National Guard and Army Reserves from 1952 to 1956. He then served in the United States Peace Corps in Ethiopia as a volunteer from 1962 to 1964.

Howrigan earned his BA from Saint Michael's College in 1956. He later received his SRPA-SRA from the Appraisal Institute in 1982.

Howrigan won re-election to the Franklin 2 District in 2010. He ran against Eileen Dickinson (R), William Roberts (D), George Allard (R), and James Gregoire (R) in the general election on November 2, 2010.[3]
