Outman won election to the District 70 Seat in 2010. He defeated Denise Drury, Lloyd Scoby, Ed Sternisha and Michael Van Kleeck in the August 3 Republican primary. He defeated Michael Huckleberry (D) in the general election on November 2, 2010.
