Robert D. Phillips (b. May 29, 1956) is a Democratic member of the Rhode Island House of Representatives, representing District 51. Phillips joined the house in 2011.

Phillips earned his B.S. in Business Administration from the University of Rhode Island. He is currently employed with Citizens Bank.

Phillips won re-election in the 2012 election for Rhode Island House of Representatives District 51. Phillips was unopposed in the September 11 Democratic primary and defeated Christopher Roberts (R) in the general election which took place on November 6, 2012.[1]
