Starr served in the Vermont House of Representatives from 1978 to 2004.
Starr earned his AS in Agriculture from Vermont Technical College in 1963.
Starr worked as inspector for the Vermont Department of Agriculture from 1963 to 1964. He was then a motel/restaurant manager for Starr's Village Motel and Rest from 1965 to 1970. He then worked in shop and dispatching, as vice president, and as general manager of Starr's Transportation from 1970 to 1984. He has been owner and president of Starr's Transportation since 1984.
Starr has been moderator of the Town of Troy since 1965. He has also been on the school board for the Town of Troy since 1983.
