Ronald Waters (b. April 3, 1950) is a Democratic member of the Pennsylvania House of Representatives, representing District 191.

Waters earned his AB from Philadelphia Community college in 1984. He then worked as a Supervisor for Philadelphia Parking Authority from 1986 to 1999.

Waters has served as a Judge of Elections and Inspector of Elections. In May of 1999, he was elected to the Pennsylvania House of Representatives in a special election. He has served in that position since, representing the 191st District.
