Ruth Ann Gaines is a Democratic member of the Iowa House of Representatives, representing the 65th District since January 10, 2011.

Gaines teaches drama and speech at East High School in Des Moines and Des Moines Area Community College and has served on the Iowa Arts Council since 2008. Gaines also teaches diversity courses to teachers at the Heartland Area Education Agency in Des Moines and Viterbo University. She has been a Des Moines Human Rights Commissioner since 2004 and was Iowa Teacher of the Year in 1998 and one of four finalists for National Teacher of the Year. Gaines holds a B.A. in Drama and Speech from Clarke College and an M.A. in Dramatic Art from the University of California at Santa Barbara.
