A school board recall is a process whereby voters remove a member or members of a school board from office at the ballot box.

Recall process

The process of recalling school board members differs from state to state. A typical recall begins when petitioners deliver documents to targeted members as well as the local or county election office. These documents often include reasons for recalling officials and initial signatures from supporters of a recall election. Petitioners proceed with collecting signatures from district residents once election officials approve the initial petition. These signatures are submitted to election officials for verification that petitioners reached the minimum number of signatures as stated by state law. Each state has different laws dictating recall elections but minimum signature amounts are usually calculated based on the number of votes in the district or the number of registered voters during a previous election. State law also regulates the number of days between approval of recall petitions and recall election dates.[1]

Limitations on board recalls

The scope of a school board recall can be limited if state law requires sufficient reason to hold a recall election. States including Alaska, Georgia and Kansas require grounds for removal including abuse of power, malfeasance or failure to perform prescribed duties. These laws contrast with states like California and Nevada that do not require any grounds for recall.[1]

Some states also place time limits on the recall petitioning process and the timing of school board recalls. Petitioners may be limited to a certain number of days between submission of recall language and delivery of signed petitions necessary to force an election. There are also limitations regarding the timing of a recall election especially if there is a primary or general election in the near future. States including Idaho, Michigan and Oregon do not allow the recall of an official within the last six months of an elected term.[1]
