Shirley Kitchen has been a Democratic member of the Pennsylvania State Senate since 1997. Kitchen was re-elected in 2008 and 2012 with her term expiring in 2016. Kitchen also served in the Pennsylvania House of Representatives from 1987 to 1988.

Before being elected in the Pennsylvania General Assembly, Kitchen has had various experience in the Philadelphia City and County Government. Kitchen was a poll worker for the City of Philadelphia from 1970 to 1976 working the North Philadelphia wards. Kitchen later became a social worker for the County of Philadelphia. Kitchen first became the Director of Constituent Services for the Philadelphia City Council from 1986 to 1987 before serving in the Pennsylvania House. After leaving the Pennsylvania House in 1988 and returning briefly to being a social worker, Kitchen was the Manager for the Management Information Systems Department of the Philadelphia Parking Authority from 1990 to 1992. Kitchen returned to being the Director of Constituent Services for the Philadelphia City Council from 1992 till her election to the Pennsylvania Senate in 1996.

Kitchen graduated with her Bachelor's degree from Antioch University in 1979 and earned a Certificate in Child Care Behavior from Temple in 1975.
