The signatures submitted are the number of raw signatures that are turned in the elections office, usually the secretary of state's office.
This is the total number of signatures. Election officials often process the work and minus signatures that are out of county, illegible, wrong color ink etc. Election official also toss out entire pages that don't contain a complete notarization, circulator affidavit, etc. The number of signatures submitted includes every signature turned in. There are no subtractions.
