South Carolina has an open primary system, in which registered voters do not have to be members of a party to vote in that party's primary. In the primary runoffs, however, voters must vote in the same party whose primary they voted in.
Heading into the election the incumbent is Tom Rice (R), who was first elected in 2012.
South Carolina's 7th Congressional District is located in the eastern portion of the state and includes Marlboro, Darlington, Florence, Dillion, Marion, Horry and Georgetown counties. South Carolina has not had a 7th Congressional District since 1932.
