Path to the ballot
Section 1 of Article XVI of the South Carolina Constitution says that a legislatively-referred amendment can go on the ballot if approved by a 2/3rds vote of each house of the South Carolina State Legislature. During late April 2011 the Senate Judiciary Committee approved both measures to be considered before the full Senate with a vote of 18-4 for the running mate amendment, and 17-2 for the education head appointment proposal.
