|| Measure C: To offset state budget cuts, stabilize City finances, and to maintain and protect essential City services; shall the City of St. Helena adopt an ordinance enacting a one half of one percent transactions and use tax, automatically expiring in five years, with citizen oversight, mandatory audits and all money staying local to preserve St. Helena city services?
