Shaver earned his BS in Physical Education/Social Studies from Alderson-Brouddus College in 1970. He went on to receive his MS in Secondary Education from Troy State University in 1975. He then earned his MA in Education Leadership from West Virginia University in 1999.
Shaver served in the United States Army from 1970 to 1973. He worked as a coach/teacher at Newburg High School from 1970 to 1973, and at Central Preston Junior High School from 1977 to 1991. From 1991 to 2005, he was a teacher/principal at Central Preston Junior High School/Fellowsville Elementary School. He then worked as principal at Fellowsville Elementary Exemplary School from 2002 to 2003 and from 2005 to 2006. He is currently an instructor at the Wild Turkey Hunter and Clinic for the National Rifle Association.[1]

Shaver is running for re-election in the 2012 election for West Virginia House of Delegates, District 53. Shaver ran unopposed in the May 8 primary election and is challenged by Randy E. Smith in the general election which takes place on November 6, 2012.[2][3]

Shaver was re-elected to the West Virginia House of Delegates in District 46 on the ballot in the November 2, 2010 general election. He defeated Republican Debbie Stevens. [4][5][6]
