The State Controlling Board is a joint legislative committee of the Ohio State Legislature. The President of the board is Randy Cole.
Per the Joint Rules, joint committees of the Ohio General Assembly are assigned by the Speaker of the House and by the President of the Senate. The rules do not specify when or how often joint committees are assigned. The Senate and House Minority Leaders can recommend minority membership for each joint select committee. The Speaker and the President shall fill any vacancies that occur from their respective chambers as necessary. If a joint select committee is created to examine a Senate bill or resolution referred by the Senate, the first-named Senate member will serve as chairman and the first-named House member will serve as vice-chairman. If a joint select committee is created to examine a House bill or resolution referred by the House, the first-named House member will serve as chairman and the first-named Senate member will serve as vice-chairman. A majority of appointed Senate and House members make up a joint committee's quorum.
