The State Controlling Board is a joint committee of the Ohio General Assembly. The President of the board is Randy Cole.

Per the Joint Rules, joint committees of the Ohio General Assembly are assigned by the Speaker of the House and by the President of the Senate.[1] The rules do not specify when or how often joint committees are assigned. The Senate and House Minority Leaders can recommend minority membership for each joint select committee.[1] The Speaker and the President shall fill any vacancies that occur from their respective chambers as necessary. If a joint select committee is created to examine a Senate bill or resolution referred by the Senate, the first-named Senate member will serve as chairman and the first-named House member will serve as vice-chairman. If a joint select committee is created to examine a House bill or resolution referred by the House, the first-named House member will serve as chairman and the first-named Senate member will serve as vice-chairman.[1] A majority of appointed Senate and House members make up a joint committee's quorum.[2]

Function

The Controlling Board provides legislative oversight over certain capital and operating expenditures by state agencies and has approval authority over various other state fiscal activities including:
  • Waivers of competitive selection to agencies when an agency's purchases or leases from a specific vendor exceed the amounts specified in law;
  • Appropriation releases for capital construction projects;
  • Loans and grants made through the Department of Development;
  • Loans and subsidies made through the Department of Education to local school districts; and
  • The transfer of appropriation authority between line items within a fund in an agency and increases in appropriation authority in some funds.[3][4]
