Across the nation, special elections are frequently conducted to fill vacancies in state legislatures. 27 states use special elections to fill legislative vacancies. In two states, Illinois and Indiana, special elections are used in limited circumstances. As of July 2014, 28 special elections have been held and another 5 (not including runoffs) have been scheduled in 14 states. Since these elections are intended to fill unexpected vacancies, more will be scheduled as new vacancies arise.

Jesse Topper (R) defeated Barbara L. Barron (D) in the special election, which took place on January 28, 2014.[1][2]

The seat was vacant following Dick Hess's (R) death on September 6, 2013.

A special election for the position of Pennsylvania House of Representatives District 78 was called for January 28. Candidates were nominated by their party rather than chosen through a primary. The nominating deadline for parties was December 9, 2013.[3]

Celia Israel (D) and Mike VanDeWalle (R) advanced past Rico Reyes (D) and Jade Chang Sheppard (D) in the special election.[1][4] Israel defeated VanDeWalle in the runoff election.[5][6]

The seat was vacant following Mark Strama's (D) resignation to lead Google's fiber optics operation in Austin, Texas.[7]

A special election for the position of Texas House of Representatives District 50 was called for November 5, 2013, with a runoff if necessary on January 28, 2014. The filing deadline for candidates wishing to run in this election was September 4, 2013.[7]
