After earning his bachelor's degree, Stoll served in the US Army and then worked as a teacher in Jefferson County schools. He was elected to the Crystal City Council in 1983, serving until 1992. In 1992, he was elected to District 103 of the Missouri House of Representatives, where he served three terms. In 1998, Stoll was elected to District 22 in the Missouri State Senate. He resigned that seat in 2005 to become the City Administrator of the City of Festus. He then served as Director of Administration for Jefferson County until December 2011, when he joined the MPSC.
