A Sutter County FPARC Food Processing, Agricultural and Recreation Combining District, Measure V ballot proposition was on the November 2, 2010 ballot for voters in the FPARC Food Processing, Agricultural and Recreation Districts in Sutter County. It was defeated.

If measure V had been approved, it would have shifted zoning control of a 1,800-acre tract from county voters to the Board of Supervisors.[1]

The 1,800-acre Food Processing, Agricultural, Recreation Combining District was created in 1982. Since the district was created, it has required voter approval to change its zoning from agriculture. Virtually no development has occurred on FPARC. In 1990, voters rejected a ballot proposition that would have allowed a developer to put a resort and 625 homes on part of the acreage.

The Southridge Golf Club is on FPARC. It opened in 1991 but closed in March 2010 when its owners filed for bankruptcy.

Supporters

Supporters of Measure V included former county Supervisor Barbara LeVake. She said, "I'm opposed to ballot-box planning. We have elected officials to make those decisions; we should hold them accountable."[1]

Opponents

Measure V was opposed by the Sutter County Taxpayers Association. This group argued that large-scale development by the Town of Sutter violates the spirit of a general plan that says most growth in the county should be close to Yuba City and Highway 99.
