Conrad graduated from the University of Nevada Las Vegas in 1976 with a degree in Political Science. She went on to graduate from the University of Utah in 1984, where she studied American History.
Conrad has worked as a librarian at Juniper Library in the City of Phoenix since 2006. In 2008, she was a candidate for the Arizona House of Representatives.

Conrad was unopposed in the primary election. He was defeated by incumbent Republicans Amanda Reeve and Carl Seel in the November 2 general election.
