In light of the lieutenant governor's role in the Texas Senate, the rules allow the lieutenant governor to decide all parliamentary questions and to his/her discretion in following Senate procedural rules. Additionally, the lieutenant governor has the power to set up standing or special committees and appoint committee chairpersons and individual members.
The current officeholder is David Dewhurst.

- a resident of Texas for at least 5 years
- a United States citizen
