Jerman has served as a Village Trustee. He was a candidate for the Vermont State House of Representatives in 2002 but was not elected. He was elected in the following election in 2004 though. He has served in the Vermont House since then, representing the Chittenden-6-2 District.
Jerman is currently the Director of Human Resources for the Vermont Student Assistance Corporation.
Jerman earned his BA in Political Science from the University of Connecticut in 1970. He went on to receive his MEd from Northeastern University in 1975.

Jerman ran for re-election to the Chittenden 6-2 District in 2010. He ran against Linda Waite-Simpson (D), Tim Allard (R), and Carl Houghton (R) in the general election on November 2, 2010. According to unofficial results Jerman won one of the two seats in the district, but as of November 15 a recount is pending.[1]
