Amendments

The Washington Combined City-County Charter Amendment, also known as House Joint Resolution 13, was on the November 2, 1948 ballot in Washington as a legislatively-referred constitutional amendment, where it was approved. The measure permitted the formation of combined city and county charters where the population is equal to or more than 300,000.[1] The measure added Section 16 of Article XI to the Washington Constitution[2]
