Initiative 651 or I-651, an Initiative to the People, was on the November 7, 1995 ballot in the State of Washington, where it was overwhelmingly defeated.

I-651, if approved, would have authorized the state government to enter into compacts with Indian tribes that would have provided for unrestricted gambling on Indian lands within the state’s borders?)

Path to the ballot

The language for the measure was filed on February 28, 1995 by John Kieffer of Fruitland.

267,401 signatures were submitted and the Washington Secretary of State deemed that there were sufficient signatures to put I-651 to a vote of the people.
