The initiative called for enacting the policies of I-1100, with the following two changes: new stores wishing to sell liquor must be at least 9,000 square feet in size.; and the current state owned stores would be auctioned off to private owners.
Initiative sponsors included: Tim Eyman, Linda C. Morales and M.J. Fagan. A total of two initiatives were filed (1114 and 1184), however I-1184 was later withdrawn by the sponsors.

In order to qualify for the ballot, supporters were required to submit a minimum of 241,153 valid signatures. As of July 8, 2011, petition deadline day, no signatures were filed.
