McCoy is a farmer. He earned his BS from Mississippi State University and attended Northeast Mississippi Junior College. He previously worked as a loan officer for the Farmers Home Administration, Auditor for the Mississippi State Department of Audit, and a Vocational Agriculture Teacher.
McCoy is a member of the Shriners, Farm Bureau, Masons, and Northeast Mississippi Community College Board of Trustees. 
On November 6, 2007 McCoy was re-elected in District 3, defeating Truman Lambert in the primary election by a margin of 878-330 and Republican challenger William Tracy Arnold in the general election.
