William "Bobby" Outten is a Republican member of the Delaware House of Representatives, representing the 30th District since 2004.

Outten has worked as a meter reader for Conectiv, and a Supervisor for Delmarva Power and Light.

He serves as Governor of the Delaware Jaycees, and is a member of the Harrington High School Scholarship Foundation Board, Harrington Lions Company, Harrington Moose Lodge, and Harrington Sons of American Legion.[1]
