Abner Joseph Mikva (1926-2016) was a state representative in Illinois, a member of the United States House of Representatives, a federal judge on the United States Court of Appeals for the District of Columbia Circuit, and White House counsel. He was also a faculty member at both Northwestern University School of Law and the University of Chicago. Judge Mikva passed away on July 4, 2016.[1][2]

A native of Milwaukee, Wisconsin, Mikva graduated from the University of Chicago Law School with his J.D. in 1951[1]

Mikva was nominated by President Jimmy Carter on May 29, 1979, to a new seat created by 92 Stat. 1629. Mikva was confirmed on a recorded 58-31 vote of the U.S. Senate on September 25, 1979, and he received his commission on September 26, 1979. Judge Mikva served as chief judge of the D.C. Circuit from 1991 to 1994. Judge Mikva retired from judicial service on September 19, 1994, to serve as White House counsel to President Bill Clinton. Mikva was succeeded in this post by Judge Merrick Garland. Judge Mikva passed away on July 4, 2016.[1][2][3]
