2025 session-end report

All 50 states considered 2,038 bills and resolutions related to the administrative state. Forty-two (42) states enacted 337 bills, including through six veto overrides; 144 bills decreased agency control, and 128 increased agency control. Fifty-six (56) bills did not have a clear effect on agency control, and nine bills afforded agencies power in some ways and limited it in others. This report provides insights, analysis, and takeaways from Ballotpedia's administrative state legislation tracker in 2025.

As of August 20, 2025, most state legislative sessions have adjourned, and all but 30 of the significant administrative state-related bills and resolutions considered in 2025 have either been approved or will likely go no further this year. This report covers all 2025 administrative state-related legislative activity through August 20.
