Four of the seven seats on the St. Cloud Area School District Board of Education were up for at-large general election on November 8, 2016. In his bid for re-election, incumbent Al Dahlgren initially faced eight challengers: Scott Andreasen, Matt Doke, Peter Hamerlinck, Shannon Haws, John Palmer, Jeff Pollreis, Monica Segura-Schwartz, and Ric Studer. Because more than eight candidates filed to run in the election, a primary election was held on August 9, 2016. Doke was defeated in the primary election after receiving the least number of votes. The other eight candidates advanced to the general election.[3][6][7][8] Dahlgren won re-election and Haws, Segura-Schwartz, and Pollreis won seats on the board in the general election.[9]

Positions on the issues

The candidate was asked to answer nine questions from Ballotpedia regarding significant issues in education and the school district. The questions are highlighted in blue and followed by the candidate's responses. Some questions provided multiple choices, which are noted after those questions. The candidate was also provided space to elaborate on their answers to the multiple choice questions.

Should new charter schools be approved in your district? (Not all school boards are empowered to approve charter schools.
In those cases, the candidate was directed to answer the question as if the school board were able to do so.)
No. We are not able to approve Charter Schools at the District level.
Which statement best describes the ideal relationship between the state government and the school board? The state should always defer to school board decisions, defer to school board decisions in most cases, be involved in the district routinely or only intervene in severe cases of misconduct or mismanagement.
The state should only intervene in severe cases of misconduct or mismanagement.
Are standardized tests an accurate metric of student achievement?
No. In a district with a large immigrant population, standardized tests do not communicate the progress students are making over the course of the year. Testing needs to communicate both where the student is currently, and how far they have progressed. Students who come to us will test below grade level although they may be making more than a years progress each year. Let alone, some kids are better test takers than others.
What is your stance on the Common Core State Standards Initiative?
Minnesota has not adopted the full Common Core curriculum. I am in favor of states setting the standards with less Federal intrusion.
How should the district handle underperforming teachers? Terminate their contract before any damage is done to students, offer additional training options, put them on a probationary period while they seek to improve or set up a mentorship program for the underperforming teacher with a more experienced teacher in the district?
Offer additional training options. Set up a mentorship program for the underperforming teacher with a more experienced teacher in the district.
Should teachers receive merit pay?
No. There is no way to accurately measure the effectiveness of teachers on a mass scale teacher for this purpose. There are too many factors at play.
Should the state give money to private schools through a voucher system or scholarship program?
No. Private schools are not accountable to the same standards as public schools. Parents should always have the option to send their child to private schools, but not at taxpayer expense.
How should expulsion be used in the district?
To remove students who have exhibited behaviors which represent a clear and present danger to staff and students. Suspension and alternative facilities should be considered first.
What's the most important factor for success in the classroom: student-teacher ratio, the curriculum, teachers, parent involvement or school administration?
Teachers All of the above are very important.
