Four statewide ballot measures were certified to appear on the Alabama ballot in 2018. All were approved.

HIGHLIGHTS
  • The legislature put all four constitutional amendments on the November 2018 ballot.
  • One amendment established as Alabama policy to "recognize and support the sanctity of unborn life and the rights of unborn children" and state that the constitution does not provide a right to abortion or abortion funding.

    Getting measures on the ballot

    As of 2018, Alabama state law did not allow for initiatives or referendums; therefore, all measures were referred to the ballot by the Alabama Legislature. The state's 2018 legislative session lasted from January 9 through April 23, 2018, during which time constitutional amendments were placed on the ballot by the legislature.

    According to Article 18 of the Alabama Constitution, both houses of the Alabama State Legislature are required to pass a proposed constitutional amendment by a three-fifths or 60 percent vote in order to send it to the statewide election ballot. If the amendment is approved by a simple majority of the voters, it becomes part of the state constitution.

    • From 1997 to 2016, the number of measures on statewide ballots during even-numbered years ranged from four to 15.
    • Between 1997 and 2016, an average of 8.5 measures appeared on the ballot in Alabama during even-numbered election years.
    • Between 1997 and 2016, about 80 percent (68 of 85) of the total number of measures that appeared on statewide ballots during even-numbered years were approved, and about 20 percent (17 of 85) were defeated.
