THe Albama Bingo for Profit Amendment, also know as Amendment 4, was on the November 5, 1996, election ballot in Alabama as a legislatively referred constitutional amendment. It was approved. This measure proposed that three municipalities in Morgan County, Hartselle, Falkville and Decatur, could operate bingo games for profit. [1] [2]
