The Alabama Buttahatchee River Development Amendment, also known as Amendment 4, was on the ballot in Alabama on December 18, 1973, as a legislatively referred constitutional amendment. It was defeated. It proposed the creation of a public corporation to oversee the development of the Buttahatchee River. This development would include flood control, irrigation and industiral and recreational development projects.[1]
