The Alabama Cost of Living Increases for State Employees Amendment was a proposed constitutional amendment that was not placed by the Alabama Legislature on a 2016 election ballot.
If approved, the measure would have provided that cost of living increases for state employees could not become law without including public education employees and retired state and public education employees.[1]

According to Article 18 of the Alabama Constitution, both houses of the Alabama State Legislature are required to pass the bill by a three-fifths or 60 percent vote, in order to send it to the statewide election ballot. In 2016, the Legislature was in session from February 2 through the middle of May. The legislature did not act on the bill.
