The Alabama County Budget, Amendment 31, also known as Amendment 31, was on the ballot in Alabama on December 5, 1961, as a legislatively referred constitutional amendment. It was approved. The amendment proposed to amend the constitution. The amendment proposed that the state legislature would fix, regulate and alter the fees, commissions, allowances and salaries received and levied by the judge of probate, sheriff, tax assessor, tax collector, clerk and register of the circuit court of Elmore County. All revenue collected by the above persons would be placed into the treasury and all wages and salaries would be paid out of the treasury. The above must be first approved by a majority of electors.[1]
