The Alabama County Trial Tax, Amendment 31, also known as Amendment 31, was on the ballot in Alabama on December 9, 1969, as a legislatively referred constitutional amendment. It was defeated. The amendment proposed to amend the constitution. The amendment proposed that Russell County would be authorized to levy a trial tax on all county court cases. The revenue from the tax would be used to fund a public law library.[1]
