The Alabama Establish Statewide Lottery Amendment (SB 220) was not on the ballot in Alabama as a legislatively referred constitutional amendment on November 3, 2020.

This measure would have authorized a statewide lottery in Alabama and require the legislature to pass laws implementing the program.[1]

Ballot title

The ballot title would have been as follows:[1]

Proposing an amendment to the Constitution of Alabama of 1901, to establish an Alabama Lottery; to provide for the sale of lottery tickets utilizing paper tickets or receipts, including instant tickets and multi-state lottery games; to provide for the distribution of lottery proceeds; and to require the Legislature to pass general laws to implement the amendment.[2]

In Alabama, a constitutional amendment must be passed by a 60 percent vote in each house of the state legislature during one legislative session.

This amendment was introduced as Senate Bill 220 by Sen. Greg Albritton (R-22) on April 2, 2019. On April 25, 2019, the Senate passed the amendment in a vote of 21-12 with two senators (one Republican and one Democrat) absent or not voting. To pass in the House, the amendment needed to garner 63 votes. At the time, the Alabama House of Representatives was comprised of 28 Democrats and 76 Republicans.[1] On May 22, 2019, House Ways and Means General Fund chairman Steve Clouse (R-93) declared the measure dead for the session.[3]
